Protection, breathability, fit and layer compatibility, the first two are key. A cheap rain jacket might keep you dry from the rain but it's unlikely to breathe and you will overheat and sweat when undertaking anything more demanding than a dog walk. A great outdoor jacket will balance protection with breathability, covering you enough for the environment and conditions but keeping you cool as you ramp up the activity. Your outdoor jacket must also fit comfortably over a base and/or mid layer with enough room for manouevre once layered up. 

Match the jacket to the endeavour. For sustained rain and wind exposure, a fully waterproof hardshell with taped seams is the only suitable option - remember, insulated/down jackets are rarely waterproof! For high-output pursuits where heat build-up becomes the real risk with less likelihood of rain, breathability and structured ventilation matter just as much as any weather rating. In conditions such as these, a breathable hard shell should do the job. When sizing, make sure your choice of jacket works over a mid layer.
